A closer look at Images to PDF
Images to PDF converts JPG, JPEG, PNG, WebP, BMP, GIF and TIFF images into a single PDF. You can reorder images, rotate individual ones, choose a page size (A4 or Letter), orientation, fit mode, margin preset and optional page numbers before generating.
This is the tool for scanned pages saved as images, photos of documents, screenshot collections, or any set of images that should live together in one file. Every image is embedded as a PDF page, so the output is a normal PDF that can be printed, emailed and opened in any reader.
The images are placed fit-to-width by default, which keeps mixed-size images looking consistent. Page numbers print a small "1 / N" label at the bottom of each page, handy for multi-page scans that need to stay in order after printing. Generation runs entirely in your browser and the single PDF is downloaded locally.

What to keep in mind
- Images are embedded as PNG pages inside the PDF, so large high-resolution photos can keep the output big — run Compress PDF afterwards if needed.
- Page layout is fit-to-width by default; fit-height, fill and stretch are available for different framing.
- Animated GIFs or unusual TIFF files may fail to decode — save them as a static image first.
- Text inside scanned images is not searchable until you run OCR on the resulting PDF.
Troubleshooting
A TIFF or GIF file does not load
Some multi-frame TIFF and animated GIF files cannot be decoded. Save the image as a static PNG or JPG and try again.
The PDF pages look cut off
Switch the fit mode or increase the margin. Fit-width scales to the page width; fill and stretch prioritize covering the page and may crop edges.
The output PDF is very large
Images are embedded at full resolution as PNG pages. Compress the result with the Compress PDF tool, or use a lower-resolution image source.
